India Elections: Using Tech to Ensure Transparency

As India heads into the 18th general elections, there is a significant focus on using technology to ensure transparency and efficiency in the electoral process. Uttar Pradesh, India’s largest federal state with 80 parliamentary constituencies, confronts distinct challenges that require digital interventions.

Recognizing this, the state election commission is using technological tools to bolster voter list management, electronic voting machines (EVMs) tracking and candidate nominations.

"During the first phase of the election in our state, we launched a voting percentage application to provide real-time information on voting booths, queue management, and law and order situations. We are now enhancing the app for upcoming phases to improve accuracy and transparency," said Kumar Vineet, additional chief election officer for the government of Uttar Pradesh.

Applications such as cVIGIL enable anonymous reporting of electoral malpractices, while the voter helpline facilitates the dissemination of voter information. Additionally, specialized apps cater to the needs of disabled voters and senior citizens to ensure inclusivity.

To monitor the polling process effectively, the state election commission has implemented real-time information systems, providing updates on polling stations and estimated voter turnout throughout the seven phases of voting.

The election commission has a rapid response team in place to monitor, analyze, track and promptly address cases of misinformation and fake news, Vineet said.

In a video interview with Information Security Media Group, Vineet also discussed:

  • How digital innovations bolster voter engagement and transparency;
  • Countering risks of deepfakes and misinformation with technology;
  • Using data intelligence for real-time information.

An Indian administrative service (IAS) officer, Vineet holds a rich experience in overseeing elections. He has served as a returning officer in various districts for state assembly and parliamentary elections. He currently manages EVMs and technology for the state of Uttar Pradesh.
