How Philippine Army Is Working on Cyber for Peace Mission
Francel Taborlupa of Philippine Army Stresses on Ubiquity of Cyber HygieneThe Philippine Army began improving its information systems in 2000 but faced challenges due to the systems operating in silos. As part of the national digitalization plan, the army is modernizing its technology infrastructure. In 2013, the Philippines government declared cyber as the fourth domain of operation and established a cyber battalion to counter threats. This year, a second cyber battalion will be created.

Francel Magareth Taborlupa, former head of information systems, Philippine Army, and now a battalion commander, has started the "cyber for peace" initiative to raise awareness and improve cyber hygiene through partnerships with different agencies. "Cyber is all-encompassing. Our mission is to ensure the cyber safety of all citizens," Taborlupa says.

Taborlupa was adjudged as one of the top 10 women in security in the Philippines in 2020. Prior to her current role, she held the position of chief of information systems management division of the army and office of presidential adviser on the peace process.
